Yes, create an exception for OUtlook and see if that makes a
difference. Or disable the firewall entirely on your workstation alone
and test.

Sounds like you are in Outlook cache mode. That is by design. You can
change the send/recieve setting time, do it manually, or use Outlook
in online mode.
