No I mean is there a firewall running on the box itself or a local AV with
port blocking rules. These will stop Exchange from listening on port 25 -
i.e. no connection.

The IMS service IS started thats the thing. I am on the server so the
firewall shouldn't be an issue. I am trying to telnet on 127.0.0.1 25 too
and still no connection.

If the IMS is not started what happens when you attempt to start it? Any
event log entries? Any local firewall or AV client with port blocking
rules? Remove IIS if that is possible until the problem is resolved.
