So it is a general network connectivity issue. If you have multiple NICs
disable one in order to start troubleshooting. Consider moving to a
different switch port.

OK I did a tracert from Exchange to 216.109.117.204 and got request timed
out
for pings 2 thru 9 and answers for 9 thru 13.
At the same time I did it on another local server to the same ip. 100% of
thoes were returned successfull.
This is in line with my email service only going thru 20% of the time.
Any ideas?
