An event 1016 will be logged when they access the other user's mailbox
however this event is logged for a number of reasons many of which are
legitimate as you point out. So unfortunately there is no definitve way.

Is there a way to tell if one of my admins has been reading other people's
email? maybe a logfile somewhere?

We've given them the access for troubleshooting and other problems, but
not to catch up on gossip.
