It appears that your Exchange server is experiencing intermittent
connectivity to your domain controller. I have a gut feeling--although
you don't present any direct evidence suggesting it--that you don't have
your DNS configured properly.

I have a problem that I have been unable to resolve with my newer users.
Users created roughly since the first of the year are having difficulty
receiving e-mails. Intermittently (and more frequently with some users
than others), senders receive back a 5.1.1 Non-Delivery Report (The e-mail
account does not exist at the organization this message was sent to.
Check the e-mail address, or contact the recipient directly to find out
the correct address).

After extensive tweaking, reconfiguring, etc., I am left with the

hope hold the key to my issue:
