Backup exchange server



I am having problems with my setup. Here it is I have 2 servers one
running a primary domain and primary dns with a backup exchange. The
other is running Primary exchange and backup domain and dns. I have
everything working correctly except for the exchange. When I setup the
user in the primary domain it asks me wich location I want to setup in
exchange on the first(Primary) or second(Backup) exchange server. Well
if I put it on the first(Primary Exchange Server) i am able to send
emails with client. BUT if i take down my primary exchange I was
thinking that my backup would be able to send and recieve. But it
doesn't..... But if I setup my user on the second(backup) I am able to
send and recieve when my primary is down. If anyone has any advise I
need it.
