Is it stuck in the queue on the server?
Is the SMTP service running?
Is message tracking turned on? What does it indicate?
Is SMTP protocol logging turned on (and up)? What does it indicate?

I reran internet connection wizard to fix activesync, which it did, but now
when I send email from outlook, it appears to go out, but it doesn't get to
destination.
any Idea why. how can I check to see what happened to it.
