Also check the ldap filter on your Recipient Filter - is it valid?

- how frequently is it set to run?
- Is it pointing to the right DCs?
- can the server resolve SRV records of DCs?
- any errors in event logs? can bump up diagnostics logging from server
properties | diagnostics logging | msexchangesa | proxy generation.

I am having problems with my recipient policies. They are not working,
