Force BCC on emails from public folders?

Is there any way to force emails going out from a specific exhange 2003
recipient (via public folders) to BCC ONLY...not allow emails to go out as
carbon copies to everyone, or with everyone in the "to" field? We've had
some problems in the past with some company distributions that someone
decides to CC the customers, instead of BCC'ing them, and that goes over
really well...:)
