SP1 with two front-end servers and three back-end mailbox servers,

My company sponsors several civic events and frequently sends out emails to
an "Everyone" DL announcing ticket availability. Tickets are then dispersed
on a first-come/first-served basis. When the global emails go out some people
receive the email 2-3 minutes later than others and by the time they put in
their request for tickets they are all gone. We've had a few complaints
lately because some feel that they never get a fair shot at tickets because
their request is delayed.
I haven't yet narrowed down what server these people are on but would guess
that the time difference in when the email was received is due to us having
multiple mailbox servers. How does Exchange deliver messages to a DL? Does
it do it alphabetically, etc.?
I know this is a crazy request, but I'm catching some heat on it. Any ideas
on how to fix or at least explain this behavior?
You may want to set the expansion server to a single server for that
DL ( Exchange advanced tab) and test to see if that makes a
difference. These are all internal users yes?
