Adding Permission to User Calenders

I woull like to give contributor permissions to an admin email account
so that they can enter calender entries into users caledners.
I believe the SetPerm utility can do that but unfortunately, Setperm
seems to only be able to set permissions in the account that it is
logged into. SetPerm doesn't generate any error message, actually it
says that the permission was successfully changed but when you go to
the user account where teh change was attempted, the new permission
doesn't appear.
The log in account I am using should have the required permissions to
make the changes.
Any idea what I could b3e doing wrong.
The admin account is lcoated on one server, all of the user accounts
are located on a separet exchange server in the same excahnge system.
