Is it possible to prevent users from setting these rules via anything that
can be set Server Side?
If not do you know of a tool that could be used to force this?
It has to do with a corp. policy and some users are just not complying.

The default Global setting in ESM prevents auto-forwards to the
Internet. It does not however prevent users from creating the rules,
manually forwarding messages or prevent forwarding by rule to users
within the Exchange Org.
I am not real familiar with Exchange yet; I have just been working with it
for about a month now.
