I agree with Andy that there are many other methods to partly accomplish 
your goal. Andy, thank you for your experience sharing!

Firstly, you can just build separate Global Address List (GAL) for every 
office and then change the security on each new GAL. For more detailed 
information, you can refer to the following Knowledge Base article:

Secondly, you can also create separate mail-enabled Security Groups for 
every office and then add/remove the members in those Security Groups 
manually. In this way, you can manage mail flow and permissions on the 
folders and other resources.

In addition, for more assistance on the issue related to the 
programming/script, I suggest you consider these resources to repost the
