I'm fairly certain (please double-check... ) that unlike Forms (which can be
published to the Organizational Forms library on Exchange servers),
templates can't be published to Exchange. You could save a template as a
Form, but then you can't use it to reply as part of a rule.

- One workaround is to use the Out-Of-Office functionality to compose a
message, the drawback being one email address only gets the OOOF once.

- You could also try creating auto-responder on a public folder and see if
that works for you.

- If you would rather code this, you can use an OnArrival transport event
sink.

- Third party tools like Exclaimer (http://www.exclaimer.com/) have this
auto-responder/auto-reply functionality.
