Smarthost setting has no effect?

We want to relay send our outbound mail through a smtp gateway but after
entering the IP address of the smarthost by name or by ip address [in
brackets like these] the setting has no affect. Mail is still sent from our
exchange server. I did it for every exchange server under the properties
for each servers SMTP virtual server. And we stopped and restarted the
virtual smtp server for each server. Any ideas?
