Re-read the release notes. You have to have the correct permissions to
create the container, but SP2 should create it for you, assuming that you
have the right pems (Exchange Full Admin, or Exchange Administrator at the
Org level)
As far as where it goes, you'd find it under the Configuration container
(not visible from ADUC). Install ADSIEdit (Windows 2003 Support tools) and
you should see the configuration container. ADSIEdit is sort of like
regedit (in terms of view) for Active Directory.
When you launch ADSIEdit, you should find this listed under Configuration,
Services, Microsoft Exchange, Org name, Global Settings, Message Delivery.
When you highlight Message Delivery, it will show up on the right pane.
