Permissions aside he should still be able to receive the requests, though.
Just for the grins of it you might try creating a new mail profile for this
user and see if it makes any difference. If he looks at his mailbox via OWA
do you see the meeting requests?

If not you might try enabling message tracking and see if you can figure out
where they are going.
