It's in Active Directory Users & Computers (ADUC) in Administrative Tools.
*OU = organizational unit - it's those little folders in the left part of
ADUC under your domain name. They look like containers, but have a different
icon - with a book icon superimposed on the folder icon. OUs can have group
policies applied. "Domain Controllers" is an OU.

*Containers = cannot have group policies applied directly to them (child
objects can get inherited policies from top-level containers). the icon
looks like a plain folder without the book icon superimposed. "Computers"
and "Users" (amongst others) are just containers, not OUs.
