Well, I'm not saying that disabled accounts can't receive e-mail period, I'm
just saying that by default, when you disable an account, NDR's are
immediately generated. The reason is that when you disable an account, it
no longer has a valid Master Account SID. There are ways around this to
enable disabled accounts to receive e-mail.

As far as the administrator account, I suppose it probably depends on if the
postmaster@ address is assigned to it. If it is, then I would not enable
e-mail from only authenticated users. If not, then it's probably fine, but
should be tested.
