Outlook stripping out attachments

Tech-Archive recommends: Fix windows errors by optimizing your registry

We can send attachments using OWA but can not send any type of attachments
through regular outlook. Outlook allows the attachment and sends it but the
recipients do not get any attachments.

Any help would be great
