This just tells Exchange that it should use the Badmail folder, not
ISA message screener.

You will if you use a bogus domain to send the undeliverable message.
Exchange (and any other SMTP MTA) will try to deliver a special DSN
called a Non-Delivery Report to the originator. Only if the NDR cannot
be delivered will it be placed into the badmail directory.

Not immediately. The NDR is probably still in the delivery queues
where it may stay until it expires.

I don't understand why you insist that undeliverable messages should
be treated as "badmail". They're simply undeliverable.
Maybe if you said what your ultimate goal is someone might suggest an
alternative. If you're trying to have all undeliverable mail sent
somewhere to be examined, then you can have a *copy* of the NDR sent
to another mailbox (see the "Messages" tab on the property page of the
SMTP Virtual Server). Alternatively, there are third-party products
that will have all undeliverable mail sent to another mailbox without
sending a NDR.
