Move Exchange 2000

I need to move an existing Exchange server with ~60 users to a new PC.

I would also like to upgrade to Exchange 2003 at the same time.

I've looked at the process for moving an exchange server to a new PC
and it looks like a pain in the tush.

So I'm thinking I might just be better off to run a new install of
Exchange 2003 on the new PC, recreate all the users and then just
import the old mail.

What do you think?
