You can apply permissions to each mailbox store you don't want user
administrators to see that prevent them from seeing them. If I recall
correctly, you simply have to deny "Read" permission on the store object.
Once you've "hidden" the undesirable stores this way only the desirable ones
will show up in the dropdown box.
