I had the same thing happen, it appears that MS decided Full Mailbox access
is not sufficient for to get "Send As", this can also occur if you have a
fully patch 2000 server (from what I have read).
KB 327000 is the solution, watch carefully the "This Object Only". For me
this only worked for one hour and then the rights dissapeared and I then
found KB 817433 which talks about protected groups. I found that I had
'Domain Users' in 'Print Operators', this isn't standard so I removed this
and it stopped resetting every hour. I didn't have to run
ResetAccountsAdminSDHolder.vbs.
