Free-busy information is in a system folder. In Exchange system manager,
right-click Public Folders and select to view System Folders. Then you can
see the free-busy folder. However, I know of no particular settings you
must make for this to be available to everyone.
Are your users' Outlook configured to publish free-busy data for some number
of months?
