Problem with OMA

I have recently installed an Exchange 2003 server on a win2k server in my
win2k AD for the purpose of testing Active sync with mobile devices.
I have read the step by step guides to deploying and countless other
articles, but I don't understand whereI could have gone wrong.
when I browse to http://localhost/OMA I recieve the common error:
A System error has occurred while processing your request. Please try
again. If the problem persists, contact your administrator.
However the Event that coincides directly with this error is as follows:

Personally I have not found any information for this specific error.
I have applied workarounds and fixes from other similar events to no avail.
Does anyone have any Idea what I might have done wrong or what is going on?
