Newsgroups in Public Folders ... how?

I am trying to figure out how to implement NNTP Virtual Server with Exchange
2003 on a Small Business Server 2003 system.
I have created a mess, because I don't understand how to implement a virutal
NNTP server.
Now, I think I need some help to understand how to clean up this mess.
A few weeks ago, I had several users with Exchange (Outlook 2003) email also
using Outlook Express to read NewsGroups from 3 different external NNTP
servers. In response to a request to help with the very short retention
period of one of the external NNTP servers I enabled NNTP support within
Exchange 2003 ... setup a 'peer' connection with just one external NNTP
servers (with the short retention period) subscribed to only 4 news groups
on that server, and set the retention period to approx 300 days (Vs about 3
days on the external server).
I believed that by doing this I was only effectively adding another NNTP
source, and extending the retention period of the 4 specific newsgroups that
were the subject of the original request.
However ... within a few days ... ALL users lost their Outlook Express
NewsReader capability (was called from the Outlook Toolbar) ... as each user
re-booted the function simply disappeared from their toolbars. AND the
Outlook 'Public Folders' now has an additional 30,000 + folders ... every
Newsgroup title in the world seems to be there.
All I really wanted to add was the 4 Newsgroups with the short retention
period :(
I have been unable to find any reference or 'how to' information from
Microsoft that explains how to setup the NNTP virtual server to do what I
originally wanted to do.
Has anybody done this before?
Do you know of any good source of 'How to' information for NNTP support with
Exchange?
