Unable to deliver email to outside domain like hotmail, yahoo, gma

I setup exchange 2000 server and found a problem with it not able to deliver
to outside domain like yahoo, hotmail, gmail. I get error

Error: Expected "220". Server is not accepting connections.
Failed to submit mail to mx3.mail.yahoo.com.

I only get this error on all domain outside of our domain. If I send email
to another domain internally, it is fine.
