You could do this, but it would require some custom programming. You could
do this via an SMTP event sink. Another way to accomplish this would be to
put in a front-end SMTP gateway / virus scanning system that would do this.
Of course, you would have to find one that specifically will strip off all
attachments. Then direct inbound mail through the SMTP gateway before it
hits Exchange. Here is some more information:

Personally, I think stripping all attachments from the outside is a little
extreme, though. I receive a lot of valid attachments from outside of my
mail domain. I think having a good antivirus system on the Exchange server,
a good A/V scanner on the client, and blocking potentially dangerous
attachments on the Exchange server are good and acceptable defenses. My
$0.02 worth. :-)
