IIS ADmin & COM+ Failures after Update Rollup 1 for Windows 2000 Service Pack 4

Win2k Sp4 running Exchng2k sp3
I recently installed the rollup on the server. I then began to experience
server failures. I 'believe' the root cause is either COM+ failures. or IIS.
First event is always IIS Admin failure
( event is rather plain:

, then the cascade of exchange services followed by many com+ :
DCOM got error "The service database is locked. " attempting to start the
service IISADMIN with arguments "" in order to run the server:
I for no particular reason, my instinct is to re-install exchange SP3 and
and subsequent exchange patches. Anybody else having a similiar problem or
perhaps a more logical action than 'my instincts'?
