They're barmy.
There is no moderation software that I know of for Exchange.
Yes, you do want automatic software that pulls out inapropriate
messages and if you want to take it a step further you can archive off
all messages sent to or from the users to a dedicated mailbox where
you can trawl through them.
Have a policy, have users understand he policy and then police it.
You will never, ever, ever, keep up with the volume of mail going in
and out. Who are you to say that a message from the boss to his wife
telling her to pick up the dinner is appropriate or not. it's not
porn, racist or anything else, but it's not strictly business either.
