Hi Mark,
Do you need to create mailbox on the Exchange server for the 1000+ members?
If not, then I suggest you hold these contacts in Outlook, meaning that
create a distribution list in Outlook to save these contacts. In this
method, we can reformat the current XLS file to Outlook DL format, and then
import it to Outlook. Only the staff needs a mailbox on Exchange server,
and he uses his mailbox to send to the DL in his Outlook. This is the
simplest method I think.
Also, as Rich's opinion, we can create Contact object in AD to hold the
member's email address, and then group these contacts into an AD level
mail-enabled distribution list. However, we are unable to set the e-mail
sent to a DL be just delivered to a specific recipient. And¡I have a
little confusion about your real concern. Would you please describe it more
detail if you want to implement this.
About how to use CSVDE to create Contacts in AD, please have a look at:

Active
