The whole reason that my SCL is set high in IMF is because I want the Junk
email folder to not work. I don't want anything to be delivered there.
Symantec is set to catch anything with an SCL of 8 or higher and refuse it.
At the SMTP server (which is before my Exchange server), messages are being
filtered prior to making it to us.
