Accessing user Mailboxes

I recently upgraded from SBS2K (exchange 2K) to Windows Server 2K3 and
Exchange 2K3 Enterprise. Before in exch 2k, I was able to access the other
users mailboxes. Either by File - Open Other Users folders, or by adding
the user from Tool - Email Accounts - View Change ..... Advanced tab - Add.
My Id is a member of the Administrators tab...

Is this still possible in 2k3? If so how?
