Excahnge not accepting email

Hello,

Our exchange server 2000 sp3 on windows 2000 sp4 is not accepting all email.
If I look in the SMTPSVC1 log, servers that try to connect starting with " IP
- - " are rejected, but those that start with "IP HELO" or "EHLO" are
accepted and are routed fine.

Accepted:
