Telnet to port 25

Telnet to port 25 doesn't work even from the internal network, email is
working fine. Last changes: W2K3SP1 and Mc Afee 8.0i with "access
protection port 25 rule" unchecked. (prevent mass mailing worms from sending
email port 25) this rule is unchecked, email works fine. I want to be able
to telnet to test.
