problem of outgoing mails in my exchange server 2003

hi ,
i am getting problem when i send mails from my exchange to hotmail or yahoo
my domain name is muet.edu.pk and when i send mail from my exchange to
hotmail or yahoo the error aoccured is like this "The message could not be
sent because one of the recipients was rejected by the server. The rejected
e-mail address was 'smartali2@xxxxxxxxxxx'. Subject 'hi ', Account:
'172.16.100.3', Server: '172.16.100.3', Protocol: SMTP, Server Response: '550
5.7.1 Unable to relay for smartali2@xxxxxxxxxxx', Port: 25, Secure(SSL): No,
Server Error: 550, Error Number: 0x800CCC79" so plzz tell me the solution
