Logout prompt for username and password

Exchange 2003 OWA with SSL. My users supposedly to login using
domain\username, but some of them forget to put domain in front of the user
name and they still can login. Whenever they logout of an OWA session, they
get prompted for username/password. Since entering the password will not get
rid of pop up window (credential) without adding domain in front of the
user name they will cancel the session. Now they can log in again without
credential. Is this a bug or I am doing something wrong. How to prohibit
users to login without entering domain name in front of the user name and
why this is happening?
