strange public folder behavior

server: exchange 5.5 sp4
client: outlook 2000
os: windows 2000
A user has owner perms on a public folder but when she marks any of
the messages as read they will be marked as unread the next time she
reboots.
I've deleted and re-created her profile and purged the form cache on
client. I've never changed the pub folder settings via mdbviewer so Im
not sure what is going on. any suggestions?
