Exchange resending message to recipients of email read in via POP3

Has anyone else come across this behaviour. Messages received into the
exchange server (2003 SP1) read in via a POP3 account are being queue and
resent out to the other recipients contained in the "To:" field.
Is this a virus worm / malformed message ? Surely a message read in via POP3
should be processed for delivery to local recipients ONLY.
