It is hard-coded. It is, however, a 32kb *per folder* limitation. I'm not
quite sure how us mere mortals are supposed to do this, but rumor has it
that Bill Gates has rules applied on different folders, which enables him to
get around this perceived limitation.
Also, I know I've seen the info publicly that the next version of Exchange
(E12) has plans to remove the 32kb limit, or at least allow the limit to be
modified by an administrator.
