blocking attachments

What is the best way to block attachments like mp3, avi, etc... large none
business type files...

Exchange 2000 only enviroment. But soon to migrate to Exchange 2003.

We could do it through outlook client "How to configure Outlook to block
additional attachment file name extensions"

Any suggestions on what would be the best route? outlook or 3rd party app?
if 3rd party app, any recommendation?
