Nope - nothing to do with running it on a DC.

If it is failing, it is a permissions issue. Administrators are denied Send
As/Receive As by default. You need to check on the properties of the
mailbox store and make sure Administrator has Explicit Allow permissions for
Send As/Receive As. If both Allow and Deny are inherited (which is what I
suspect), then the deny will win.
