I haven't really followed this thread, but the mention of lack of Exchange
System Objects rings a bell, so you might want to give this a shot...

In one case, I experienced something similar in a 5.5 -> 2003 migration.
The system objects were invisible and unwriteable, causing the migration
process to break. I managed to knock them into place after a while, but
they were still unwriteable/read-only. A re-run of the Delegation Wizard
from the Exchange installation did the trick, as the problem turned out to
originate in a freak accident when delegating permissions in the first
place.

Again, don't know if this is entirely applicable, but it might be worth
looking into.
