I managed to fix the problem by reissuing the Webserver Certificate for the
server. After a new certificate was issued, the system recognised it and all
the Public Folders can now be administered from the Exchange Management
Console.
What is really needed though, is some _easy_ means to restore them from a
.pst file in the Exchange Management Console. I think its a bit silly having
to use an email client to restore what are essentially a centrally
administered resource.
