new users can not logon to Exchange server anymore

Hello,
I have what I can only describe as a very odd problem. Recently [in
the last week or so] when we create a new user in the AD with an
associated mail account on our Exchange 2000 server
   [version 6.0 Build 6249:4 SP3 with all current security patches]

The user can logon to his computer with his domain account but when we
try to configure Outlook 2003 at the "Check Name" point in the process
a dialog pops up asking for the users logon info.

Now the user is logged into the domain already, so this is a new dialog
for us, we never used to be asked this. We would always just hit
"Check name" the name would get underlined and off you go.

Now at this point the with the new dialog if we go down this path[we
seem to have no choice] the username and password are rejected
repeatdly and we can not configure the Outlook client.

I enabled some logging of failed logons on the Exchange server and we
are seeing event id 529 with "unknow username or bad password" of
course the user is already logged into the domain so does this mean
that the Exchange logon is somehow different? The Exchange server is
in the same domain so you would think not.

OK now for the bizzare:

If I logon as that same new user via OWA it works fine, logon is fine
send and receive mail fine.

I am at a loss, the only thing that I can think of is that some one of
the newer security patches somehow caused this, all existing users are
fine it is just new users that are affected.

we have tried things like:
 removing office 2003 and installing office xp
 making sure sp2 for xp firewall is off
 installing outlook on a 2000 pro machine

all result in the same problem for the new users.
