Sounds like you have a group policy specifying a minimum password age. This
means that users cannot change the password again for x days after they have
changed it.
Use the RSOP MMC snapin to see if such a GPO is operating on your domain
controllers. (It will be set at the domain level but will show up in RSOP
logging on the DC's)
