Your alternative is to install a recovery Exchange server with exactly the
same name as old server had, create storage group and information store with
exactly the same names and disk locations, create there dial-tone mailboxes
for the users that you want to recover, and then run the restore process.
If you have Exchange 2003 SP1, though, it becomes easier as you can use the
Recovery Storage Group feature.

P.S. If your original Exchange server crashed so that AD information still
exists in the directory, you can install Exchange with the /disasterrecovery
switch, and it will re-create all storage groups/information stores
structure for you. Less troubles.
