The issue is not that I can't grant the permissions.

I can log on as the Administrator to the Exchange box and do so; no
problems there. The issue is that once the permissions are granted, they
have no effect. Outlook tells me I am a Publishing Editor on a folder,
but I can't edit the items in the folder.
