If you open the Local Security Policy snap-in in Administrative Tools and
check the following rights, what do they show?

* Access to computer from network
* Deny access to computer from network
* Allow Logon Locally
* Deny Logon Locally
* Bypass Traverse Checking

As for NTFS rights, go to the drive that it is installed on and answer
these questions.

* What are the NTFS rights on the root that exchange was installed to? (e.g.
If Exchange installed to C:\, what are the NTFS permissions on C:\)
* What are the NTFS permissions to the exchsrvr directory?
* Go to the WINNT directory, what are the NTFS permissions on this
directory? (OWA has to create a temporary profile. Under certain
circumstances, if the user does not have the ability to create/delete files
in this directory, the logon will fail. However this is very rare
considering a clean install of Windows 2000 (SP4) and Exchange 5.5 SP4 will
cause these files to be created in the WebTemp folder under exchsrvr.)

Outside of that, I will check with someone I know in Microsoft and ask where
the Exchange 5.5 OWA troubleshooting documentation went. (All the links I
have are dead. :()
